Based on factors such as village population size and geographical environment, sanitation methods such as market-oriented services and rural public welfare positions should be selected according to local conditions. Sanitation personnel should be allocated scientifically and rationally. By the end of 2025, the sanitation coverage rate of natural villages and administrative villages throughout the province should reach 100%. A long-term sanitation system should be implemented, and a rural sanitation personnel employment ledger should be established to fully mobilize villagers' enthusiasm for participating in the supervision of rural living environment improvement.
The focus should be on source reduction to effectively reduce the system's operating costs. The pilot experience of the "four-category" waste sorting method in rural areas should be vigorously promoted, the pilot scope expanded, and the classification collection stations (rooms) rationally allocated. A waste classification points redemption system should be promoted to encourage residents to collect recyclable waste separately and exchange it for daily necessities.
Shortcomings in facilities and equipment in the collection and transportation process should be addressed. A sound management mechanism for rural domestic waste collection and disposal facilities should be established, and a management responsibility system based on counties should be established. The level of market-oriented operation should be continuously improved to achieve integrated urban and rural domestic waste treatment. To further deepen rural waste management, a normalized inspection and supervision mechanism integrating routine investigations, special rectification campaigns, and public oversight should be established to promptly urge rectification of any problems discovered. Urban and rural waste management should be integrated, focusing on resolving prominent issues such as urban waste being dumped in rural areas and villages being surrounded by garbage.
Open and covert inspections should be conducted throughout the province. Housing and urban-rural development, agriculture and rural affairs, and urban management departments at all levels should strengthen inter-departmental coordination, establish and improve a long-term mechanism for rural domestic waste management, and collaboratively promote rural domestic waste management.
